Why is it that the smaller engine you put in a mech has less heat sinks? They all should be even across the board. Battle techs engines dont have this issue all of them have 10 across the board not 9,8,7 etc.... when you go below 250. Im just assuming this is to limit space for players so they cannot do better builds and forces them to put the jeat sinks in crit slots to purposely limit space and weight.

That is actually false.

All BT engines do have 10 engine HS but only the 250 engine and up are completely included in the engine and engine weight. The under 250 engine rating have fewer HS in the engine itself, and they are provided with the necessary free HS to make the minimum 10 needed without weight but takes up extra crit slots.

The engine rating/25 tells you how many heat sinks are built into the engine, if you have a small enough engine you'll have to account for heat sinks on the critical hits chart, but not the mass (assuming you only have the base ten).

The way PGI has done it though was to remove the weight from the combination Engine/Gyro/Cockpit weight itself, as there is no reason to multiple types of HS other than cDHS, isDHS and SHS. That formula is broken with one engine rating but I do not recall which one it is.

See this record sheet for a locust. Total 10 HS (engine HS) with 4 allocated in the crit slots, one in the LT/RT and one in the LL/RL, as the engine can only hold 6. The engine itself is a LTV 160, 160 engine rating / 25 = 6.4, rounded down to 6 held in the engine itself, 4 others take up crit slots.
