Timber Wolf D Lower Arm Actuator And Ppcs?

On the Timber Wolf D it won't let me select the lower arm actuators with the PPCs, but it will for things like heavy large lasers. Is this a bug or working as intended?

PPCs and large ballistics disable the possibilty to activate lower arm actuators. That's by design.

However, if you don't have PPCs or a large ballistic in the other arm, you can activate the lower arm actuator there, and it allows the arm with the heavy ballistic to also move (PGI logic).

But only 50% of the range both actuators would have allowed.
