What's a good build for the Warhammer 9d? The only thing I can really come up with is the dual heavy ppc

Well, it is quirked for PPCs, so... HPPC is pretty good.
Else, you can do your standard IS laser vomit (3 LL + 4 ERML or 3 LPL + 4 ML/4ERML) or load it with 7 MPLs and a LFE 335 with 2 JJ and stuff it with DHS and also a TC1. It is pretty nimble and tanky.
