is in the options under GAMEPLAY at the bottom list. just check it on for those that wanted to have cooldown notifiers on their crosshair.

Too bad it doesn't indicate partial cooldown like MWO. 
(I have an AWS-8Q sans Small Laser, and my two weapon groups are Alpha for big targets and chainfire for smaller - I'd like to more easily see if I have at least one weapon off cooldown)
