Colors Missing From 100 Loot Bag Prize?

A friend noticed some colorsshe wanted for a prize for getting 100 loot bags, that were missing (Love Potion Purple, Slate, etc). I did some counting and it seems that there are only 201 in the prize list, while 300 exist. Is that intentional?
