There is no list...
Pgi is not rly strong in the hole social area.
A unit now is only a group of players and u got a special social tab where u can see the unitmates online. U can join groups where anyone of your unitmates is unit leader got the crown.
In the forum u find a recruiting thread. (Under faction warfare)

If u say what u are looking for (comp/casual; IS Clan or both, focus on CW, timezone, languages etc.) we can give u a hint.

The best resource I know of for this is the player-run Jarl's List - Unit Leaderboard. Units have to opt-in by submitting their roster and keep it up to date though, it isn't linked to in-game unit tags.
