Disable All Chat To Reduce Hitching-Stuttering

I discovered by semi accident (or maybe it is known) that if I disable "All Chat" in the setting menu
stuttering, hitching/stuttering is greatly reduced.

My system is pretty good (4.5Ghz CPU, Nvidia 1080 GPU) and runs the game at over 100fps, but these hitches/shutters were driving me mad.

I recently tried a very old alt for testing the recent changes and noticed that the alt account didn't hitch or stutter. Also I noticed that "All Chat" is not enabled but default.

So I disabled "All Chat" on this account also and I just don't notice much hitching/stuttering much at all now.
Go Figure.
