The big team sizes of 12 players are one of the obstacles for fast and balanced match making.
And this obstacle will become greater if the tier system will be reworked and less players are in Tier 1 & 2.

To balance the teams the matchmaker have to put Tier 1 & 2 players on hold until an other player of the same Tier is aviable for the other team, increasing waiting times for that players.
The waiting time for players of other Tiers will also slightly increasing.

Sending players in smaller matches could speed up match making, especially during times with low player activity.
The match maker should have the option to set up smaller matches, using smaller maps or modes like Domination

12 vs 12 if many players aviable
8 vs 8
4 vs 4

Advantages of dynamic team sizes in match making:
Faster match making
better use of small maps
more diverse game play

Disadvantages:
Game Modes like Conquest, Incursion and Assault would need a rework for smaller match sizes:
Less Control Points (3 & 4) on Conquest for 4 vs 4 & 8 vs 8
Removing one base from Assault and Incursion, giving it clear Attacker / Defender roles for each team.
