Most Ryzens are better. MWO is all about single core performance. In general locked Intels aren't that great, you need to overclock Intels to get their best performance, and that's what they are designed for. While 3000 series Ryzens barely overclock at all.
Im going to get 3300X myself once the B550 boards hit the shelves in two weeks, not sure if I will buy such board, but I want to see prices before I deside between B450 and B550.

Nvidia 2020? Did I miss some new release or do you mean an 2000 Series card or one of the new cards that should be released in 2020. I think its about the end of the year.

You might want to check out this websites
https://cpu.userbenc...3600/4051vs4040
https://www.userbenc....151735?tab=RAM
Just added some ram and drives so it gives a comparsion.
Result, if you can affort it, around 100$, an i5 9400f with a RTX 2070s is slightly faster compared to a R5 3600 with an 2060s.
Its not much but the site has some pretty solid values from my experiance when it comes to performance.
Build some PC by using their comparsion tool and I pretty much got the same results that they had.
There is also this little thing I found
Weak PC components bottleneck the whole system. For example: an AMD Ryzen 3700X bottlenecks an Nvidia 2070 Super. The 3700X costs 40% more money for 11% less performance. The lost performance is similar to downgrading from a 2070S to a 2060S.

I would suggest checking a cheap 5700. 5600 xt is not rly good in performance to value and a bit more room for the future with 5700 (all depends on your bugget, but better gpu is the biggest performance boost).
Ryzen 3600 is fine. I run mwo on 3600 with 5700xt (total overkill). To cpu bottleneck, u rly need some strange games. In FHD good quality and on UHD u are mostly gpu capped.
Mwo will run good on all systems u mentioned.
