The PSR patch needs a lot more QP matches done to start splitting more Tier3 players into Tier2 and Tier4...
Which is why I suggest : A second round of match score based Staycation 2 event (meaning completing up to ~12000 Match Score).
Because that's the kind of event that would achieve the amount of QP matches required to start getting more players out of Tier 3, which is what will start improving the quality of the QP matchmaking after the PSR reset.
