I have a medium PC (Yep CPU could be younger but isn't garbage).
Following specs:
CPU: Intel I5-2300
GPU: NVIDIA GTX 1060 3gb
RAM: 8GB
Operation system:
Windows 10 - 18362
With the following updates installed:
[01]: KB4514359
[02]: KB4503308
[03]: KB4508433
[04]: KB4511712
[05]: KB4515383
[06]: KB4515530
[07]: KB4516115
[08]: KB4515384
And It's really hard to play the game.
Especially at the beginning of the match game performance complete horrendous.
When my mech is being dropped from the dropship game FPS plummets to 1-2 FPS. Usually, I don't see the drop process at all.
After the drop, FPS is somewhere around 10-15. And there is a visible texture loading process. Sometimes I could see a building or some other game object being painted with textures ☺) And not this is not the effect of mind-altering substances ☺
What FPS will be in the next part of the match depends on the map.
The FPS becomes normal only after most of the enemies are killed) Then the game starts to run smoothly.
Bet most annoying thing is that the game freezes for quite noticeable 0.5-2 seconds.
I tried to disable and enable HPTE (High Precision Event Timer)
Stock HPET: bcdedit /deletevalue useplatformclock
Disable HPET: bcdedit /set useplatformclock false
Enable HPET: bcdedit /set useplatformclock true
I didn't gain any noticeable difference, maybe with HPET disabled, I had a little bit fewer stutters. But not by much.
I tried different graphic settings but I don't see much of a difference in performance between low and high.
Also, I play in the windowed mode - 1280x720

Really Poor Performance On Medium Pc: I5-2300, Gtx-1060, Ssd, 8Gb. Game Staggers.

Frequency 2800 MHz
Max turbo freq 3100 MHz (1 core)
3000 MHz (2 or 3 cores)
2900 MHz (4 cores)
Right now heat is the potential issue, throttling CPU/GPU or GPU is starving for power. And the monitor cable is connected the the Nvidia and not to the motherboard, correct? Just checking!!!
As for the heat and CPU, throttle boost is a layman's temporary overclocking but then even one core exceeds the temp threshold, the system throttles the entire CPU to 800mhz to allow it to cool off. If you haven't it may be time to replace the thermal paste. You should run monitoring software for the heat and CPU/GPU speeds.
The other item could potentially be the harddrive or memory/harddrive related, which could be affected by what programs are running in the background. Check harddrive lights while playing, is it constantly thrashing on/off while playing?
Sorry, I prefer to give as many items to check instead of doing it bits at a time. How does the game run in the testing grounds, from Caustic to Terra Therma to The Academy? I know you said once most mechs are dead, and the testing grounds have a lot less overhead to deal, it is a first step, especially the more newer and tends to have more components to draw.

- Power Options, set to High Performance
- Nvidia - Power Management Mode, change from adaptive to Max Performance
- Open up case, clear out dust build up on heatsinks, check fans are running properly
- Turn off AA in game
- Run MWO Repair Tool

I used to play on an i7-2600 with a gt545, so same cpu family and a far worse gpu. Big difference was I had 32gb ram. Pretty much everything ran fine at 60fps+ but with video settings as "low" but medium or high on object detail, rarely any stutter and that was due to family gorging on internet bandwidth.
Win 10 is a resource hog, more memory for MWO is usually better as it is cpu focused, however, have you tried using the Win 10 removal tool to completely remove your Nvidia drivers in safe mode and reinstall with a fresh version? Older residual drivers can have an impact, so sometimes this can help.
Also, check in your gpu settings (possibly app specific for MWO) and make sure that "all cores" have been enabled rather than letting the application decide. In MWO set video to low settings and work upwards to keep a decent frame rate. Tbh, stripping the pretty aspects from the video helps with the game, no clutter, smoke or unnecessary imagery for the cpu to handle.
8gb ram is a bit low for an older processor trying to run a poorly optimised game. Have a look around and you ought to be able to buy some cheap memory.
Try something like SiSoft Sandra to stress test your system, it could be that something is on the way out or just needs refitting to get a better connection. I'm assuming that your power supply is sufficient to cope with demand and that you aren't running any screen capture software or in fact anything other than MWO?
Sorry I can't offer anything more (certainly not going to suggest new pc etc. to run MWO

Check your display settings, it looks like you are playing using integrated graphic and not your dedicated GPU card.
I'm using i5-2400 CPU at 3.10GHz, 8 GB RAM and GTX 750-ti with 2GB VRAM, win7 64bit, and I have 50-60FPS at 1440x900 in faction play.

It could also be that you have a more up to date motherboard that allows for the new style of BIOS that supports legacy and adaptable formats. Pure legacy style rarely supports gtx 750 upwards regardless of power supply. If you are running 750 plus, a last resort solution can be upgrading your BIOS or has been stated - check you physical cabling to make sure it's to the gpu and not the onboard.

Make sure the Monitor cable is NOT plugged into the motherboard.
