I suggest a new energy weapon that does the following:
energy damage over time like a laser
slows the mech down for a few seconds (opposite of MASC effect)
has a small chance to shut the mech down.
Something like an EMP weapon.
Someone mentioned to me this exists in BattleTech in year 3109 (TSEMP) but it has more drastic effects than I'm suggesting.
Perhaps this can be worked in as experimental technology in year 3052?
BTW. ingame the year in faction play is 3052, but the mwomercs.com/clock states it's 3059.

What about 'Mech Taser?
It seems to me that it does everything you want from it:
- usually it adds a short-term Piloting and Gunnery skill penalty
- if you are lucky with dice, it can shut down enemy 'Mechs temporarily.
Of course, the actual BattleTech rules are more detailed, but it should give you some idea how 'Mech taser works.

'Mech taser even fits the timeline. It is right from the MWO era that we are currently in.

You do not have to care about this. This is just a sad relic of an old and abandoned PGI's idea.
