Hello Folks:
I'm a new player which may explain this, but insofar as I can see, non-throttle decay doesn't seem to work all the time.
Let me explain this because my inability to explain it shortly is leading me to fail ever time I try to google this.
The default setting in MWO is for "Throttle Decay" to be "on." This means (as far as I know) that you constantly have to hit "w" in order to keep moving forward. If you do not constantly hit "w" the Mech throttle decays until it hits a low speed (I think).
I turned the "Throttle Decay" setting "off." I THOUGHT that would mean that when I tapped on "w" the throttle would increase a bit AND STAY THERE until I hit another key (like "s"). Weirdly, I think, on SOME of my Mechs, this is, indeed, what happens.
But on some of my Mechs it does not, and I neither can figure out why, nor how to fix it.
For example, on my Arctic Fox, I seem to start out at a speed of 30 klicks. I tap "w" to move faster and it does move faster. It then goes back down in very short order to 30 klicks again. I hit "w" again to make myself go faster, and it works. If I HOLD "w" it does indeed make me go at max speed. If I cease holding "w" in short order I go back down to 30 klicks. This was so weird that I actually went back and checked to see if "Throttle Decay" was off, and indeed it was.
The only other thing I've noticed is that if I'm stuck at 30 klicks I've also tried to hit the "5" on the numeric keypad. It does indeed bring me up to half throttle, and then goes back down to 30 klicks in short order. What I've noticed is that when I hit "numeric 5" I see the throttle goes halfway immediately with a green indicator, with the yellow speed accellerating to 50% quickly. But I see the green is there. I don't know what it means. And it's not changing the behavior of going back down to 30 klcks in short order.
What am I doing wrong?

What happens when you try to bring the Mech to a stop? 
Also, do you have a Joystick of some kind connected to your computer? If so, you may have to unplug it in order to play with Keyboard & Mouse because the bad assumption is made with MWO that it should always assume it is supposed to use an attached Joystick actively.

Assuming you're using the default controls, try remapping the "Step throttle up" and "Step Throttle Down" controls to your W,S those work as you describe.(By default they're set to + and -)
Also you can use the numpad to set your mech to a % of it's max speed. 5 being half throttle 1 being low throttle and 0 actually sets it to 100%(not 0 as you would expect)

Also, your mech's speed is affected by slopes. If you're going up a steep slope, it will slow down. As stated above, green is the throttle setting, yellow is actual speed at that moment. I would recommend experimenting in the Training Grounds if you have not done so already. If the behavior is as you described, that sounds odd, but more than likely it's not a bug, but a difference in how your different mechs handle with the environment you are walking over.
