the mech WARHAMMER IIC-10 has no lower arm actuator
is it a bug?
because other chassis of WARHAMMER IIC all have lower arm actuator

This is not a bug, the WHM IIC-10 does not have lower arm actuators, so the MWO version also doesn't have lower arm actuators -- PGI has faithfully implemented someone else's inconsistencies.

Not all Warhammers IIC have lower arm actuators.

Some of them have them, some of them (Warhammer IIC 9, Warhammer IIC 10) do not have them.
