Do I understand it correctly you're intent to rotate FTM at a 3 month basis?
Well it's an improvement from the current situation for sure, however it is nowhere near the desired effect.
Leage of Legends rotates its' free Champions EVERY WEEK.
Just think about it: you're planing to be 12 times worse than the Industry Standart...
Even monthly rotation is a stretch, because I doubt new players that don't choose to stick with the game for other reasons are spending a whole month playing it to see the next batch of FTM.
You need to rotate FTM every 2 weeks at least!
I bet there are old builds that you can throw in just to make a placeholder rotation for the upcomming month or two, and despite being outdated I doubt they would perform worse than the stock Tabetop configurations.
In the meantime just ask the community to provide reasonable FTM builds and start implementing them! Like NGNG said it's not a very time consuming process and the worst of it is already outsourced to the community.
This would also provide community interaction and boost community's faith into a possibility of positive change for the game.
PS: you can't improve if you goals are so low. It's like saying that "I'm gonna lose weight, and to start I'm going to eat 4 BigMacs daily instead of 5".

I don't think the rotation interval really matters.
What matters is that they are good builds on good mechs that new players can easily get value out of (read: some specialized builds used in comp play are useless in the hands of a new player so they should not be trial builds).

You don't understand the crux of the issue. The low goal they're setting for themselves is just an invitation for a failure.
As for the new players variety is what drives new players in a grind oriented game. In WoT you can progress to level 4 in a single day, then it's just another day for level 5. Then you can try any other tree you feel like if you're bored grinding level 6. In LoL you can buy a bunch of 450BE and 1300BE champions for the starting BE they give you and then still get a free rotation every week just so you don't get bored.
When we were starting playing lack of FTM rotation was the first bizzare thing that struck me and my friends. The rotation finally came when we've already purchused all of the Steam packs and half a dozen of other mechs for C-Bills. Now that might sound good from a monetization pov but I want to stress that we are an exception comming from years of fatigue from WoT and WT and were too eager to try out the game.

The fact you can't change the mechs at all makes them literally useless to new customers.. the weapon placements ammo and and heatsinks should all be moveable and removeable imo, you should not be able to add any new weapons etc but ammo and heatsinks yes they should be able..
As they are now even pot luck on a new mech is better than these trash, sorry they really are trash.

What's more important is having 1 staple newbie-friendly/meta mech of each weight class be static so people have a "go-to" while the rest of the slots rotate.

This just goes against the idea of rotation. If a newbie wants a stable performer he should buy it. Wether or not a game gives an easy way to do so is a different matter - LoL gives out free champions and among the first 2 batches iirc there are guaranted all-time staples. These are not rotation, but free champs for beginners.
What FTM rotation should do however is to ensure that every class has a staple meta performer ever cycle. Now that's a good way of doing it for too many reasons to list.

I was looking at the updated trial mechs yesterday and i must say they seem a lot better, all their heat was in line with good builds and the ammo was in better spots.
Kudos PGI newbs needed that.

What are you talking about? There was no change, neither to selection, nor to the loadouts of trial mechs.

There are plenty of popular games that do not change their rotation characters every week and do fine, that is not a big deal.
