Soo..coming back to play mw5 sfor the expansion...and seeing this tier list of achievements...but i cannot do anything there since all of them require tier 1 something...how to get that something ?
like tier 1 mech collector ??

I think but do not remember there is a place you can see Achievements both completed and not done, as you complete them you get points that move you up in those categories giving you benefits.
As ScrapIron said, you need Cantinas unlocked for any of this to matter.
