Is the MW5Editor for modding MW5 available to download outside of the Epic Games Store? Such as on the Epic website somewhere or on the Mechwarrior 5 website at all?

The editor is UE4. Why? If you have any intention at all of using UE4 you will most likely have the launcher anyway unless you grab source from github.
If you don't just because of the launcher that is a funny thing. You will probably use Windows notepad anyway at that rate.
