Anyone who knows how games work at all realizes that there are far too many variables in a MWO drop for the matchmaker to do more than vague-guesstimate in the first place. Frankly, the entire system needs to be ripped out and replaced with a single question: "were you on the winning team?" if Y: PSR goes up. If N: PSR goes down.
Nothing else. Doesn't matter how much damage you do, how many whatever awards you get, anything else. Doesn't matter if you're grouped up or if you're soloing. Did you win? Y/N.
All this "make it illegal to play with friends!" nonsense is just so much **** fog. Gas blown from buttholes by people with no idea how MWO works. This isn't Call of Duty, where the differences between kits is so minor as to be largely academic and the game can rely on a mostly-consistent level of performance every time someone clicks 'Go' - and spoilers Mk. II:

Groups have nothing to do with your Bad Play Experience(C) unless you're in T1 and running into Ultracomp T0 scrimmage teams, and that situation applies to so small a percentage of 'solo' players that it's a copout of an argument to make. Your Bad Play Experience(C) comes from your own shoddy aim, poor positioning, bad loadouts, and/or lack of teamplay. Work to try and improve those things and your BPE(C) will improve markedly.
