Started to get ping spkes since last couple of days. I'm a Oceanic server side player, normally my ping would get around 100~150 normally on Oceanic server but last few days have getting spikes to 200 and above. When I get matched to America server it used to be stable around 200 but now it can get up to 300~400. Matched to European server used to be a stable 250 but now the spike would go over 1300 in a game.

Have anyone else get these spikes recently?

have you been able to observe the ping spikes anywhere else? And by that i mean on any other device, using any other applications on your home network or outside of it? You should rule out things on your home network causing problems, very often that's where the most immediate problems live. Otherwise i'd guess it's your isp, or something in between them and the PGI servers.

I had to deselect Oceanic servers the other day as an option to drop on, which I've never had to do before. Here in North America, i would normally get sub-200 pings to Oceanic, but for the first time this past week it got to the point of being unplayable (while NA and European were fine).

Every devices at home work fine, I've tried to play No Man's Sky expedition and haven't experience any sort of ping spikes.
I do notice some people with better ping than me in Oceanic gets ridiculous spikes like me in game.
At the moment the spike gets worse at later night like around 9PM GMT+8 Taiwan local time.

could be ISP.

Do some Traceroutes. Tracert 8.8.8.8 and see if there are any drops. Try to Tracert to other servers and see if they have drops.

It could well be something up with the Oceanic servers. Hard to say.

I tried some trace routes;
To 8.8.8.8 a few times it seems it's always the 4th one timed out.
To mwomercs.com(192.99.109.143) it's always the 9th, 12th,13th,14th timed out.
To mwomercs.com(192.99.109.192) its the same as above with the timed out.

The timeouts have no meaning, as the routers are most likely set to not respond to your "ping".
