Is faction conflict scheduled? like is it posted up so players can see which faction they can choose in advance so then they can play around real life schedule?

iie, no advance scheduling. With that said, the current FP setup allows co-op without the need to actually switch factions for the most part. Clan vs IS, you would automatically drop with the Clan side. The only difference between dropping co-op Clan (100%) and when the event is Clan Wolf (120%) vs IS is the loyalty points earned.
If there is ever a IS vs IS event, then you would pick the side you want to assist, ie co-op, dropping as Clan Wolf. Loyalty percentage is 80%.
Thus unlike the previous phases, one is not required to switch to one of the factions currently dropping.
