That is not normal, no. Fiddle with your game and monitor settings. Does the game itself render okay?

This is due to running the game in ultrawide resolution.

Game itself renders fine. Its likely what IQwrassler says, being that I'm using an ultrawide monitor.

The code that reads your monitor width and height to select a load screen image is reversed, so it reads width as height and height as width, and picked a skinny image to display.
