I think they should, but I tested this in testing ground and they don't. Only direct damage to area hit.
For example one could fire PPC at the ground near legs of lights or indirect explosions off of buildings etc. could cause damage.
I've heard of this PPC 'splash damage' but as far as exterior armor I don't see evidence of this.
Maybe splash damage only refers to critical hits once armor is depleted.
In any case I think PPC explosions/Any exploding weapons could/should cause additional sub damage to both armor and criticals and it should more or less follow the graphical representation of these explosions.
