I would also point out that some mechs aren't as affected. The Hellslinger Battlemaster has half benefit/penalty from environmental temperature, and all of the Night Gyrs get none.
The peek-n-snipe meta is not terribly affected by environmental heat, only changing the interval after the third or fourth peek and the one following.

I dug into the game files after a hint from navid and now can confirm the 0.3 value.
It's odd, it's an outlier, but it's there. The MechDB Wiki is correct.

What you seen is source code. I don't think anyone felt that the environment being a main factor on how them play the game.
The only time it really matter is when you stand in lava. Cause and effect is present in the game and
it be nice if we could get ICE tiles. reverse lava, recolor it blue and put it on the map. Put the ice in a bowl so that players who stand inside the bowl has a chance to survive the high ground.
