My suggestion is a settings option so that you can change your camera's behavior preference when arm lock is on.

Behavior Type 1:
In the image, I have lower arm actuators turned off in the mechlab and I'm snapping to aim at the target while the mech's torso catches up. The torso look direction is slaved to the pilot's look direction.
Behavior Type 2:
With arm lock on, if I made a quick snap onto a target like that my pilot's look direction would be limited by the torso twist speed of the mech. Any additional mouse input that is beyond what is required to torso twist at the fastest rate is "eaten" basically.
I think giving players the option for controlling camera/ pilot view direction directly while arm lock is on would help new players coming from other FPS games.
