No.
Only TAG and NARC reduce lock-on time as of now, and only for IDF (but they let you lock onto ecm mechs quite quickly).
Artemis reduces spread of direct fire salvos, so that may be useful if you like direct fire missiles.
P.S. TC, CC, and BAP also do not decrease lock-on time, but their sensor range boost can be useful. Also faster TIG can help in target selection.

Longer sensor range does indeed decrease lock times even for mechs out of los but its not nearly as good as the boost from tag or narc but its certainly noticeable and in combination can get almost insta locks on mechs in your los. You can check this yourself by selecting all the sensor range nodes and using the test map to time how fast it locks vs no nodes.

Longer sensor range has no impact on LOS locks. It only affects IDF locks.
Lock time in Line of Sight is as fast as it gets.
