Are they really that often on maintenance or are there some other problems, past several had no luck logging into the game, it's always "servers are on maintenance"

From another thread, it appears the server's the IP address had been changed, and that change has to be populated through to the ISP. Depending on your ISP, it may be slow on the uptake, which is why changing your DNS to from your ISP that your home network uses. And what Lockhead_ said that is the reason you are receiving data that the server is under maintenance.

• Unplug the power on the router and modem, and wait for 30 secs.
  
• Do a DNS Flush on the computer, since your system may have cached outdated info from your ISP that has not been pushed/pulled over any updated information. Think of it in the same manner as clearing browser cache/cookies to fix an issue with an actual website not loading properly due to outdated or corrupted cache/cookies.
  
• Change your computer or router's DNS, so it pulls that information from another source, such as Google Public DNS, OpenDNS or Cloudflare.
  
  • If changed at the router level, then ALL of your devices going through it will use that updated site for DNS info
    
  • If changed just on a computer, then only the computer which was changed would use the updated DNS info, while everything else going through the router will utilize the default, ie your ISP DNS.
