To me, this is even more important than the free locks. It's vital to know where the enemy is, or to force them into hiding while you may pick off other mechs.
ECM was scarce when I started playing. Nowadays though, I'd guess that at least 70% of the light mechs have ECM equipped. It's not unusual to face 5-6 ECM opponents in QP.
