I wouldn't call ASN-101 too slow as it is only 3,2766kph slower than VT-5S with masc on and without masc almost 30kph slower.
but there is pretty significant difference in pod space as 380 engine is a bit heavy for 40 tonner and after that engine (XL) and full armor there is less than 3 tons free space for assassin but vulcan has 10,3 tons... I would personally run that vt-5s with even smaller engine so I can fit two snubbies and two JJs.

So sure assassin can be fast enough to catch some lights... but can it out gun them, most likely not.

And it is hard to literally chase and shoot because of Masc shaking

It doesn't really matter just release masc while shoot and resume after... tbh my best light hunter probably --> fle-17 extremely hard to hit in dogfight with proper use of masc... other good light hunter I have used is vpr-f, it is not stupidly fast so have to ambush light, but once it gets into engagement range.. leg falls off with alpha or two.

Yes, for the most part they are.
You can get a starter package for under $60 though then upgrade the starter ship in time as is suitable to a budget, or buy using in game credits.
Either way it is a fun game, even borked as it is.
I have spent only 500 but some of the folks i play with have spent over 3k, which imo is crazy.

I mean, with the XL380 Assassin, good luck fighting a light when you have less firepower than a Pirate's Bane, I guess. XL375 is one ton lighter but that's still just a 4x ML + 2x JJ build, which isn't going to do much either.

For the Vulcan, though, that *is* the 166kph build. You get there via Speed Tweak nodes, which also gets you a bunch of KB ones en route, which means you become a really annoying target with your jinking. And the JJs allow poptart snapshots, so I'd deffo recommend them. In fact, I actually run with just the required 10 sinks on mine in order to buy two more JJs for even more mobility. Or you could slot in an AMS, too, to get a bit more team support going on, but as it gives away your position I chose not to.

Yes its not instant but close enough, it can't be many hundred milliseconds.

You can shoot straight just before the reticle stabilizes but you have to guess the aim point. Typically not a problem for close to mid range poptarting.

With JJ the crosshair stabilizes almost instatly. But with Masc the delay is huge as for poptarting by my expirience on Veagle Rival with ppcs. I think it's 0.3s or more.
