If they added a 10-15% heat increase for such quirks to balance things out it wouldn't be as OP as it already is.

Dunno if you will see anything else done to it. During the scattershot nerf discussion it was revealed they only have a set amount of times they are allowed to change the stats and it was used up so now its set in stone past something that is global like a specific weapon change. Have no idea if the scaleshot has any left.
