Ugh, is this still going? The matchmaker doesn't expand past +/-2 tiers, normally. Every one of the people who were claimed (in screenshots) to have been matched outside that range has turned out to be a fair-to-middling player on the Jarl's List. This isn't definitive, but it's fracking light-years farther toward proving that the MM is working normally than "my anecdotal story says MM is totally not working, man!"

The lower the number of active players is, the higher number of valves the matchmaker has to open to offer a game.

As you have been told before, groups can mess up strict matchmaking fidelity; Monarch is in a group with another guildmate, SquishySquidLip - who lives in the 28th percentile on Jarl's. If I were to team up with a lower-ranked friend, you might see me on your matches, too, because the group is matched as a single unit (I'm not sure if it averages PSR or what.) However, this is not a matter of the matchmaker pulling higher-ranked players in. It's just that the alternative is to match players with the highest-tier group member, which will ruin everyone's experience.
