The old PSR system (2015-2019) worked as a glorified experience bar.

Some players moved to Tier 1 purely because the system was skewed towards the upward movement and they played a massive number of games.

The current PSR version (since 2020) is more focused on the player's skill, since it compares your skill with other friendly and enemy players every game you play.

The current PSR confirms with the green arrow on the aftergame screen that you probably played better than other players. If you can keep it up, such trend manifests itself in the long-term perspective as moving to higher Tiers.
