No, even before skills, it has a 1.2 AtO. It'll be hard-core unable to effectively fight other Lights if you miss that initial laser burst, but its ability to outright kill many 'mechs from behind - and the speed to escape - make it a brutal meme build. I don't see these a lot because its sustainable firepower is abysmal. But if you're good at the sneaky snek stuff, this looks like it can really lambaste bigger 'mechs.
