No video? Of course there's no video. Silly question.
We can make random guesses for you if you want. Unless you post the video, then we can give an actual answer.
No, HAG ammo doesn't explode, but the weapon itself can if destroyed

So thats 180 potential damage but was it all perfectly focused on the ct? What mech? Some mechs have tiny rear ct hitbox and much of your salvoes could have been spread around the ct and side torso. Was the mech twisting? Lot's of critical info missing to even start to make a judgement. This is like walking into the doctors office and saying your tummy hurts what is wrong with me doc and expecting an immediate diagnosis.

Enemy was moving. You shot him with mrm40 from distance.

last week me and another players spent about 60 seconds, from about 20 yards away, trying to head shot a d/c anny. Not hits were registering at all, and no hits on the CT either, until we just got tired of it and shifted point of aim and CT'd him.
It was so weird I assumed PGI had made head shots impossible on d/c mechs?
Then someone else was d/c and got easily head shot killed.
What's up?

DC and DC may not be the same. If the player is DC and has never connected to the lobby, the hitboxes are shifted. If the player DCs mid-game, hitboxes are not shifted.

Players here have given you a few reasons why the Hag40 failed to kill the target but you are right in most of MWO bigger weapons fail to register proper hits on a target compared to smaller caliber weapons of the same type. You can take on a mech let's say a Hag 20 x2 outperforms 2 hag 40s in accuracy and hits me and a group tested this theory on all types of MWO higher caliber weapons / lasers/ballistic/missiles and it was the same on each type.
So now I take smaller caliber weapons for most of my mechs as they are more accurate and relabel hits to the targets. another thing we found out it is a lot of weapon types actually perform worse the more weapons you have like Rac 2 and Rac 5 perform better with just 2 of these types mounted on a mech than 3 or 4 mounted on a mech.
