More often than not, LLLLLLLLLLLLLAAAAAAAAG. Rubber band effect, 85 ping. It's like being propelled forward, if you know then you know.

Seems like you experience serious packet loss en route to PGI game servers. Not a thing they would be able to fix. You can try a different DNS or VPN to avoid the faulty route.

This ^^^. Plus OP needs to post more details, system, ISP, type of connect throughout, router/modem since that package loss/ delay could be anywhere. If it was closer to PGI servers in NA, both authentication/game server, more players would be posting.
Turn off router/modem for 30 secs. Check connectivity in home, i.e. loosen/tighten up coaxial cable. Also, changing DNS won't impact in-game latency. Its effect is when the website and/or Launchpad is giving errors due to not able to connect to the patch server due to IP address change. A VPN would be one step to take to troubleshoot/bypass the problematic router system, provided it is not closer to home, such as a Modem update that was pushed out by your ISP that may have changed settings /upped default security settings.
I would also suggest checking your ISP forums or general broadband forums where gamers are more likely to post issues, since the package loss could be closer to home. Usually have to google your ISP game loss / lag to help locate said posts.
