So if the beam laser is suppose to be a clan large X-pulse why is it not effected by pulse laser quirks?

Because the weapon's description says that it "this weapon fires a continuous beam"?

This "Clan experimental weapon is meant to emulate the Large X-Pulse Laser". Not copy, but emulate.

And i'm willing to guess laser duration doesn't effect the beam laser either.

How do you imagine shortening the duration of "a continuous beam"?

It's pretty much Binary Laser Cannon blueprint recovered by the SLDF by running, and then remolded and upgraded by the Clans, especially by removing the auto-switchoff (Somewhat in similiar vein like how Matar became Stone Rhino).

It does affect it. But a percent of zero taken off is still zero.

it doesn't have any duration or cooldown to speak of, so it doesn't benefit from the quirks and skill nodes that improve those attributes. from a technical standpoint it's essentially just a flamer with heavily altered stats.

Then, obviously, you are not changing the "duration" stat, but the "damage" stat.
