It should be a thing? I could be wrong but the only meaningful source of stagger comes from firing the heavy gauss rifle, not sure about getting hit by it since very few people seldom use it, powerful weapons should feel the part.
PGI got rid of knocked down effect, it should make sense that staggering becomes a thing, light mechs should really feel the hit coming from an AC20 and such, they have speed on their side, a good pilot is overwhelmingly powerful with a fast light mech. So I doubt it will hurt the precious balance everybody have worked so hard to "maintain"
The game should try to feel more as if one was driving a giant mech, with giant weapons.

technically speaking the duelist with dual heavy gauss should not be possible either as the force of the gun would rip it's arms off it's why they are mounted in the side torsos on the Fafnir

We don't need more stuff? So the game is fine as it is according to you really?... that's so disappointing? So if PGI by some miracle asked the players like you "how we can improve our game?" You wouldn't have mich to say about it? Really ? Even if you tried?

Thats interesting (not sure there is a mech that can equip double H vy Gauss in this game though...fafnir?), firing a single H gauss will cause some prominent stagger, as of now firing two of them cant be any worst or better Im guessing, would be coll if there was a consequence for doing so.
Weapons have to have a trade off, that's how you balance, not tweaking damage, and fire rate, and heat output, and range, n cyclical manner amd what not.
Players, the pilots have developed their play style and skills by learning to manage the strengths and weaknesses of their weapons and mechs. And this game sorely needs more of that.

On the list of things they need to fix, adding "recoil" or "aim punch" ain't it.
