I've been having problems lag sporadically in MWO for about the last six months or so. At first, I thought it was because of a new hard drive I had installed, but the problem persisted even after I reinstalled MWO to my main (system) hard drive which has never given me a problem. Worse, this issue is very sporadic; sometimes I can go for weeks at a time without it happening, and sometimes (like today) it persists for two days or more even after resetting the connection on the router, modem, and computer.

I did a couple of tracert routines in the command prompt, and the results as shown below were not good:

Is there anything at all I can do on my end to resolve this?

some routers dont respond to ping/traceroute requests (icmp iirc, network school was a couple decades ago) as per their settings. they still pass packets though. if the ping goes through with 0% packet loss, it should be fine.

What city/country are you in and your ISP?

You may want to run a program to keep a constant log and test, like PingPlotter and Open Visual Trace Route. 178.32.135.153 is the one hop where there was a high ping (latency) hit for 2667 ms. That router system may either be swamped, software misconfiguration or failing hardware.

The only potential workaround would be to use a VPN. If one was not part of some of your software packages like with Norton, there are a few free ones. They do have their limitations, such as either restricted to one device or a monthly limit. And you might need to try more than one to see which one works best for you, even if using it as a troubleshooting tool, to start it up when the latency jumps up. VPN has the potential of routing your traffic around the problematic router systems.
