Are you really serious about the firepower quirks of the scattershots mech? Counteracting with skill building is in no way enough to counteract these negative quirks.

It has +spread% for missiles and MRM10 and 20s.
Yes really, one of the few negative quirks still in the game right next to the JR7-A though that one uses it more as a fun factor to enable having a "pretend beam laser with less DPS than the real beam laser".
It's why no one plays MRM Scattershots over LB. Well it still has +spread% there too, just not as much since LBs have faster velocity and less spread in the first place anyway.
Oh right, it also has that hidden no JJ screenshake quirk like the HGN-HM.
Anyway, it's really just one of those derpy "balance" decisions that lights and mediums have to deal with until they actually uncscrew it.

Scattershot was great... Back when the cooldown quirks made the crazy spread actually worth it. Then people whined about it being P2W (despite it being the only 'silly' legend at the time, while the others were all crazy strong assaults) and they nerfed the spread to be even worse, AND nerfed the cooldown in the same patch, and haven't touched it since.
If you are unfortunate enough to have already bought one, the best things I have found to do with it now are either some combination of SRMs and LBX for as much raw DPS as possible, and try to catch larger mechs off guard at close range, or use a big engine with a bunch of Thunderbolt 5s. The former is funny, but anything can be effective if you catch a big sniper off guard at close range; while the latter can be a very mobile harasser and make good use of the cooldown quirk while minimizing the effect of the spread quirk, at the risk of falling asleep due to using boring lock-on weapons.
If you were just looking, and haven't bought it yet, then just get a SHD-2H or CN9-D if you want a funny ballistic medium, or a Dervish if you want something that jumps and has a lot of missiles.

Haven't seen a scattershot in months and they've been out for MC for a while. Legendaries seem super popular in the low tiers but 3 up only use the actually good ones. Warlords, sovereigns and scaleshots common. Dreadnoughts and arges occassionaly. Everything else rarely.
That said.... I'll buy a scattershot when they're on sale next because they seem entertaining, and I'm here for a good time.
