So I click on an invite to join a Faction match. I am the 12th player in line (11 others). Then I wait.
Literally 15 seconds before the match starts, and 90 seconds after I joined, the count of players on my side goes up to 13.
Guess who did not make the cut?
That happened today but it happened sevaral times before.
Can someone explain how the cue works?

Without detailed info on the tab I can only guess. In general groups are favored big-> small. So if the rest of your team was at least duos u get skipped. Then there is the wrong named tiebreaker "your group is next in que" u get after the first 2 min wait cycle (as long as u get in before the timer runs to 0). It doesn't matter how long u sit in the que. Just tiebreaker yes/no and group size.

Groups get priority always, and if it's choosing between solo players, the player with more wins in faction play gets priority.
Ignore the "you have priority" message it gives you. That's outdated. Lots of outdated fw stuff in the game actually, I saw a tooltip the other day saying I could get my units tags on a planet in fw which is obviously outdated.
