The Javelin is a "combat" Light, more focused on moving firepower around quickly. That Hi There build looks viable, but go down to a 225 engine to fit more ammo - you don't have enough damage in your ammo bins. Also consider upgrading to ERML - you have the heat efficiency to use them alongside your MRMs.

Play the 'mech as a fast flanker; you have the speed to visually scout the enemy team (tell your team what you see; be brief,) and then run around inside the fight putting firepower where it needs to be. You don't want people to be shooting at you, so make sure they have other things to worry about, or move on when they turn around to focus on you.

Examples of this are playing alongside a Heavy or Assault trading build; make sure you don't block them, but pop out behind them and add your firepower to theirs when they engage. If you're doing it right, the enemy team will have just shot back at the trader, and your damage will go unanswered.

Alternately, work the corners of the fight: once you know where the enemy is, go plaster an Assault in the backside so he's not paying attention to your team, then move on to someone else when he starts to focus on you. You'll get the added benefit of his looking around to play whack-a-mole with a Light that's not actually there any more while you go back to your team or smack one of his teammates. Bonus points if you hit him from behind or the side just as he gets hit by your own team - he might not even notice you're whaling on him at first. Killed a streamer with my MPL/MG Locust doing that last year.

The key concept in both these examples is unanswered damage. You are going to take damage in MWO; armor is a resource to be spent - but with a 30-tonner, even one with good armor quirks, you need to trade your armor for damage dealt at a high rate of exchange. You can do it, but remember that skills make a huge difference and that Light 'mechs have a higher skill floor than more durable chassis - but they're fun and worthwhile to play.
