The conclusion we came to was that the energy weapon family on both sides is on the verge of being bloated with options that have very little to differentiate them. An ER Pulse weapon would run too close in function to a normal ER Laser and it would be too difficult to differentiate ER Pulse, ER Laser, and Pulse Lasers while making them all viable and having their own niche. Too many weapons trying to do the same thing which leads to some being strictly superior or inferior to others. We want to avoid weapon families becoming too crowded, everything needs its space.
This is why we've slowed the addition of new weapons. With the functions we have available to us, there aren't really any weapons that we can that add something new, viable, and also don't step on the toes of other weapons. The only weapons I could see potentially being added that meet those three criteria are Streak LRMs and MMLs(IS ATMs with 2 range brackets instead of 3).
A final note: Not everything has to have a counterpart on the other side of the tech aisle. We don't need clan RACs, we don't need IS HAGs, it is okay for each side to have something unique to them. We work to make sure both sides get equal love(queue the conspiracies that Cauldron and PGI have a clan/inner sphere bias and want to make sure the other side suffers out of spite) but that doesn't mean both sides need to get the exact same items. We prefer to try to keep things varied.
