why isnt it considered a KILL when you overheat an opponents mech and it explodes?

Because they killed themselves. Flamers can only heat up the enemy 'mech to 90% (I think?) of its heat capacity. So while you can - eventually - kill the enemy with the small amount of actual damage Flamers do, you cannot ever inflict overheat damage on them. They do that themselves, by trying to fire back instead of waiting for the ramping heat from those flamers to even the field.
