I just wanted to make a topic on new mechs suggestions that wasn't from quite a while ago, so we could discuss them without having to search through the forums for things posted in 2016...I apologize if somebody made one recently, but I couldn't find many.
Anyway....

There is no one dedicated to mech creation for MWO, new mechs would have to be designed for some MW5 and ported to MWO (as were the last mechs released).

The Jackrabbit is indeed pretty terrible. Though with good enough quirks for the AC it might be an IS equivalent of the Arctic Cheetah-B or Mist Lynx-D. One problem will be the lack of official variants. Plus it's a light, and they say lights don't sell, so my guess is it will never happen.

The Ostscout is most likely (but still a light, and lights don't sell), but what would be its role in MWO? In the lore it's a pure recon mech with almost no weapon, and there is no such role in MWO.

Yeah, it's possible. In fact, a few of them are already here.

The unseen variants got bought out a while back (which is why FASA died and Catalyst Game Labs now runs TT). I'm not sure what the legal permissions of Piranha Games are, but they definitely have access to some of the unseen mechs; the in-game phoenix hawk, for example, is based on the unseen variants.

I think the reason we don't see many unseen mechs in-game is because the newer versions look more modern. The older ones don't really fit the aesthetic of the game anymore...even the "unseen" phoenix hawk I mentioned has been heavily modified.
