so i have 4 c beam lasers , but if i fire any two of them the heat bar shoots up on all 4 of them , is that normal .

Yes; they use a version of the ramping heat you get with Flamers. Once that smaller heat bar on your listed weapons fills, you'll start to incur increasingly more heat as you continue to fire. It's to prevent it from just being an always-on damage flashlight, so they all share the heat bar to prevent people from just cycling through them to avoid the ramping heat.
