Basically, when I bring up my computer's graphics properties, it says I have 64 MB of dedicated video memory, and 1700 MB of "available graphics memory." Does anyone know what exactly this means for me...as in, am I completely screwed for playing this or any other video game on this laptop? (Poverty stricken college student, laptop was a gift from clueless grandparents when they googled "business computer")

It's a decent laptop other than the pathetic GPU, 4 GB of RAM, I5...etc...

Well you could probably still play the original Mechwarrior 3 just fine :D. But you can still try, just make sure to turn off all the graphic settings for absolutely everything.

The 64mb is what's on the GPU and it's own memory, the availible memory is the memory the GPU can borrow from your system RAM. Not only is system RAM massively slower than GDDR (video card RAM) it takes forever to access compared to it. GPU RAM is a hammer in the GPU's hand, system RAM is a hammer the GPU has to run to the store, buy, run home, use, and then repeat everytime it want's to use it. Not good.

The GPU is far to weak, it's not going to run cry engine 3 games, RAM only makes it worse.

Since the game is free to play, it's certainly worth a shot. If you ran it at a low resolution on minimal settings, you might achieve playability. I wouldn't personally bet on it, but again, nothing to lose

OP, your topic title is completely accurate. Try to get like, a grant or something for school and use it to get a new laptop - you know, for studying and doing homework on. Just make sure it has a dedicated graphics card!

Or at the very least a quad core AMD APU with an actually half-decent integrated one.

Truth be told, once school fees are paid for, there's generally very little (if any) oversight of school funds from the fed, since the remainder basically comes back in a hard money that you can chuck straight to your bank account, not that I'm suggesting anything  (just remember, whatever comes out in terms of loans still has to be paid back, but this good interest rate isn't going to last forever)

Request PGI to add a video mode where you only see wireframe, and you'll be good to go.

Just FYI, I have tested Intel HD 3000. It runs fine for me in the lowest settings (I didn't bother to fiddle and find where the sweet spot is).

Caveat: everything else on my system is well over the minimum specs, I just swapped to the integrated graphics and ran the game.
