FASA knew next to nothing about real weapon balance in the 80's and the absolute terribleness of any Autocannon not an AC/20 or an AC/10 fitted with Precision Ammo (not a Mechwarrior thing, but it's great on tabletop) is the worst symptom of that lack of balancing experience. The second worst symptom? How good Medium Lasers are for their weight and heat.
How badly broken Clantech was only proves that FASA still didn't know anything about weapon balance well into the 90's. Only recently have CGL been taking weapon balancing as seriously as they should have been from the start.

Lowest calibre I'd use would is AC 5, and then I'd prefer the Ultra version.
As an harrasment weapon I'd still opt for AC5 if I can.

Up the fire rate until the DPS of each Auto Cannon is only slightly less than that of the next biggest Auto Cannon, with the disadvantage being that not all shots will necessarily hit.
Problem solved. Everyone go home.
