low-medium is likely, though 1080p may be iffy, and your CPU is a bit lower than what you would probably want optimally. Otherwise it's decent.

I use my TV which is just a 26" 720p tv ive had for a few years as my monitor so idc about 1080 that much. Also I think Im gonna try to run the game with direct x 9 instead of 11. My much more computer educated friend told me that would probably help some in my scenario.

If you can get atleast a 7770. It will run at 1440x900 at 40-50 fps (reference) with max settings. Not sure about how it will do with your CPU, but im guessing it will be fine.

The 7750 is actually the most powerful card I can run with my factory 300w psu and I do not want to upgrade that or spend anymore money, thanks for the input however.

$50 bucks will get you a Power supply to be happy with, and expandability to the future, you will struggle with that CPU, and I do not believe you are going to get better frame rates with DX9 instead of the DX11 that seems counter intuitive. you will be happy with what you get at this point you are on the low end of specs, but within the parameters that have been set so far. Your game play will be reflective of how much of your cpu and gpu, you allow to be a part of the experiance, shut down un-needed progs and it will help some...

EDIT to original post. I actually went to bestbuy where i purchased my computer and seen they had an amazing closeout deal on a dell XPS 8300 basicall 300$ off its 729 price tag. Since I had only had my pc for 15 days I was able to return it and pick this bad boy up.
Here's what 10$ more got me
OLD- AMD Athlon x2 Core 250 3.0 Ghz NEW- Intel i5 2320 3.0 with turbo boost to 3.3ghz Quad core
OLD- AMD Radeon 4200 NEW- AMD Radeon 6450
OLD- 4 Gig DDR3 expandable to 8 NEW- 6 Gigs DDR3 expandable to 16
OLD- 5400 RPM SATA HD 500gig NEW- 7200RPM SATA 1 TB
OLD- 300W PSU NEW- 460W PSU
OLD- No WIFI NEW- WiFi

Also went from barely failing the can I run it thing for crysis 2 to passing it decently with this one. I think i did good for ten more bucks. Also do you think I will be able to hold off on the graphics card alittle longer say until end of september and still play game on med to low settings. I still want to get the 7750 regardless just with this PC can I hold on and still play it?

Nice trade off, good move.

Pretty sure the 6450 is between the 8800gt and 5830(required/recommened video cards for MW:O) performance wise, so you should be fine.

You'll definitely want the GPU, yes you can hold off, but there's no point in waiting really unless money is a real issue like that.
That 460W even if it's generic dell garbage will allow a 7770.

The HD6450 is worse than the 8800gt.

the 6450 is no where near the 8800GT ...... the 8800GT was the "Kepler" of 2006..... and is still very well capable of running THIS game today.
