Under TT rules, the location of heat sinks for normal operation doesn't matter; water against the legs notwithstanding. The same is true for ammo, that can be placed anywhere too, as long as there is a direct path for the ammo feed, although MW 4 didn't adopt this restriction and I cannot recall if earlier games did.

One thing to bear in mind, under MechWarrior TT rules, ammo can explode if it is contained within locations that are penetrated, or get too hot.

In mw4 it paid to keep ammo away from particularly sensitive areas, there was nothing worse than losing an arm and realising all your ammo was gone. With most weapons you would carry several tons; in that case, players would split the stacks so as not keep it all in one location.

After the Succession Wars, water became extremely rare as the terraforming processes were reversed and many planets simply couldn't sustain water. Because human beings are dependant on water for survival, ComStar genetically engineered all human beings to survive on heat energy alone in order for ourselves as a species to survive on alien worlds. When water became LosTech, heat was instead used in infrastructure to sustain life. Every house in the Lyran Commonwealth, for instance has polished marble heat sinks hooked up to their heat plumbing. This is true for Battlemechs as well. As humans need to be able to sustain themselves, and wear themselves out quickly in prolongued mechanized warfare, Battlemechs were installed with heat sinks that could be turned on from anywhere in the mech. Most heat sinks are very basic, with only a simple faucet in order to turn the heat flow on. Some heat sinks come equipped with a soap dispenser so that Battlemech pilots can wash their hands since it's hard to say what kind of germs are in the cockpit

The Clans improved on the heat sink tech that was cultivated in the Star League era and had superior heat sink technology. Double heat sinks are really the best there is. As one sink has room for cleaning dishes in the battlemech, while the second sink allows a dish drainer to be installed so the dishes can cool down after being heat-washed. Many Clan truebirths undergo extensive dishwashing in what is known as Trials of Cleaning to become more acquainted with heat sinks. Once a Clanner has passed this, they get access to heat sinks.

Inner Sphere technology is still trying to improve heat sink technology, and we may see double heat sinks depending on if the heat plumbers can innovate it in time. Personally, I would prefer a hand sprayer connected to a tube directly into the heat faucet for washing my dishes in my battlemech.
