Actually, if they are not eligible for battles, why not? Not that I would actually consider fielding a MSK-5S Mackie in anything similar to a serious match, but as a vanity item for your Mech Hangar or the "practice mode" I could see that work. It can't be "Pay2Win" if you cannot actually win anything with it, by definiton.

As for whether it's P2W or not, I don't know enough about the out-of-combat for this game. If your 'mech dies, do you have to buy a new one, or does it just respawn? Is there a commerce element to this game where players buy and sell gear?
If not, then I don't see the problem with buying these 'mechs in an online store. For the most part, 'mechs tend to be pretty balanced overall, and it looks like they're putting the most popular and most effective designs into the core product. I have a feeling that most of the other 3025'ers that would be left-over, potentially for being made into Mech Packs, would be anywhere from slightly worse to horribad in comparison to what will already be on the table. At that point, it would become more about variation than anything else anyway.
As for if the 'mechs were something you had to purchase with in-game currency, then yes, I would agree that being able to just "buy" mechs would be P2W. However, paying to "unlock" mechs would be fair, in my mind, as it would just grant you the ability to use in-game currency to buy a new design, rather than plop one directly into your hangar.

I don't mind if it's ultra expensive or even pay to unlock early, though. I want MWO to make money so it continues being supported - as long as the 'mechs being sold are comparable in capability to those that can be obtained freely, I'm OK with some exclusive pay chassis or "pay to get them first" arrangements.
I mean it's not ideal but I'm willing to compromise for the game to be a financial success, which while sad but true, is very very important. If they make money, we get more content both free and pay.
Long story short: I would pay for a custom chassis if I liked the style of it, but would be dismayed if it was out of line in capability with the free ones.
EDIT: I think honestly the term "Free to play" is abit dangerous. "Micro transaction based" would be more accurate for F2P games. I'm OK with this! I would pay a monthly fee to play MWO and I plan on making in-game customization purchases. I want people to spend money on this game, because that's how it stays afloat - it just needs to be careful about making spent money = easy victories, as you need to be very careful to avoid turning into a war of who spends the most money - that drives away players and ultimately hurts the bottom line in the long term.
Just further explaining why "Different 'mech of the same tier as a freely available one" feels OK to me, but "far superior 'mech to the freely available ones" does not, despite wanting to encourage people to buy stuff in game.
