I'm just about to buy a founder package, but I'm curious to know if you have the option to upgrade to a higher tier later? I can easily justify spending $30, but I would like to get a feel for the game before I spend double that amount.

As it stand, while they are still offering the packages, you can upgrade from your current to a higher one by paying the difference.

I can validate that you CAN upgrade. I started on step 1, then upgraded to the top the following payday.
